The programmer only writes his Python code, tests locally, if everything works well with small sets, upload base data, import, function call and wait until the results are there - payment is made according to usage time. Definitely keep an eye on it, in case you need to process larger amounts of data - this can indeed be cheaper than providing the necessary resources yourself.
