the if’s are just the three choices they can make and the demonstration that each one leads to a hulk trigger. One of them – the third – is the most situational (and I’d say the only correct choice for your opponent) that needs some board state to operate on. And that board state is nothing unusual – have your commander out and in a green deck, have one mana dork. Or any creature that dies to one -1/-1 counter. And all the pieces actually make sense, as you can win by assembling them manually, too. So yeah, it is actually a working thing, if you ignore the 7 CMC big-ass-complicated-mana sorcery you need to go off 😉
